    Like in Waterflow we have Requirement, Design, Implementation etc. Before starting the Implementation, Project Leader make sure that all the requirements are clear to the Developers and they are inline with the client requirement.
    But in Scrum is it the Scrum Master or Product Owner's Responsibility.

    I think it is the responsibility of both the Product Owner and the Team to understand the requirements, unlike Waterfall model. Agile Scrum is self-organized.

    That's correct Aditya. The Product Owner is responsible for defining and prioritizing the backlog and then working with the Team to assist with sizing the backlog when selecting stories for an sprint. During the sprint the developers will use the 3 C's "Card, Conversation and Confirmation" to complete the stories that have been allocated/committed to in the sprint.
