You should be able to use the following policy for your user "AdministratorAccess" only, and if you also need billing information access by this user then from your account settings, under "IAM User and Role Access to Billing Information" section, allow "Activate IAM Access" should be sufficient for this.
Using the Simplilearn lab, when I create a EC2 instance with the below user data in N.Virginia the instance shows as created but I am not able to get the html output in my browser. Where as if I create the same in Ohio, it works fine. What could be the issue here?

The other thing that I found out is, when I create an EFS in N. Virgina, it does not show all the AZ's in that region, it just shows one and when I try to add, the AZ's are not showing up for selection. Where as, when I use Ohio, it shows 3 AZ's and I am able to select all 3. And because of this I am not able to create EFS in N. Virginia.
Any solution to get this fixed? I can live with Ohio, but when I have to check some service with multiple regions, I cannot do that without N.Virginia.
