I'm sorry to know that, you are unable to access your LMS download section. Please check with the below troubleshooting steps to try and resolve the problem in accessing your account with no issues.
Close all the opened windows and applications.
Open Run window (Windows+R) and type inetcpl.cpl and hit Enter.
Then on Internet Properties window, click on Advanced tab and uncheck below options;
a) Under Browsing, Disable script debugging (Internet Explorer)
b) Disable script debugging (Other)
c) Disable a notification about every script error.
d) Disable Accelerator button on selection.
4. Scroll down and under Security options uncheck below options;
a) Check for publisher's certificate revocation.
b) Check for server certificate revocation*
c) Check for signatures on downloaded programs.
Then click on Apply>OK
Then try to launch Google Chrome browser, login to LMS account and try to access the video to play and see if the issue has been resolved.
