    I picked B. but the correct answer is C.

    The questions is asking "What would you do" not "What should you not do"

    Actually, there's another truth that allows us to choose C over B. Would you put safety first, or would you put project safety first?

    They're both preferred, but the question is forcing you to choose one over the other.
