How can Qualitative risk assessment give us the exact cost impact of risK?

    I think the correct interpretation is that since we cannot have an exact assessment, We do qualitative and get high, medium or low assessment of risk and act accordingly.

    Another way of looking at this is, we perform Quantitative analysis (thorough / deep analysis) after we have applied Qualitative analysis (prioritization).

    Is there evidence of prioritization performed? If yes, and we are still concerned, we move forward to Quantitative analysis. If not, we start off with prioritization.

    I've said the same thing as above, agree with the answer.
