But why is HR Management policy as EEF? Wont it be OPA?
HR policy regarding termination of employment is out of control of the project. It is more like company culture or existing system and should be considered as EEF.
Kindly help us with this query.
Let's understand EEFs:
They're outside of control of project
They shape the project's behavior, structure, et al.
In the best of all worlds, you'd want to go to the person and clarify beyond a reasonable doubt - if you look into the code of ethics, we don't pursue such issues unless they are substantiated with facts.
Since we can't go directly to the issue and clarify, we at least can choose the second-best option, which gives us the understanding of the law/s that govern/s the situation.
We are limited by poor options, and we choose the "least worst".
