    A customer, in the later part of project execution, wants to add scope to the project. Tom, the project manager, discusses this change with the customer and raises a written change request. He then evaluates if this change can be addressed through project reserves and explores alternatives. He finds that this addition would result in missing the next milestone delivery.     A comes before C, which comes before D. B is actually all this together, so it's one of these items.

    Where are we in this sequence? IT seems we've analyzed impact from the triple constraint (look to the 'missed the next milestone delivery), so I'd opt to submitting it to CCB before updating the baseline and informing the customer. C seems to be the right answer.
